Our main consideration in this document is the performance of such a library but we also discuss some other important aspects of the design of the library.

Documentation: This report discusses the issues involved in the development and production of technical documentation in multiple formats: printed, hypertext and man-page. We focus especially on two issues: the emerging hypertext formats, and facilities which simplify the production of multiple output formats. The study is directed by our need to produce technical documentation for the C library, but it has a much wider applicability.
